Because only two companies Partner, and a group called Tapuz, responded to the tender. After losing its bid, Tapuz (which means "Orange" in Hebrew) became Partners part.
Partner was the first GSM cellular network in Israel that allowed its customers to use their phones with the same network anywhere in the world. It was formerly operating under the Oranges brand name. On February 11, 2016, the new logo of Partner was unveiled. Partner officially began using their brand on February 16, 2016.
